Labor certification is a step in the application process for foreign nationals to become United States citizens. It is generally a rather lengthy process in which it is proven that there are no qualified US workers for the job to which the foreign citizen is applying. Labor certification often takes months or even years, and requires of an established US business that wants to hire the foreign worker. Foreign citizens working in the United States under a temporary visa such as an H-1 visa may generally continue their employment while the labor certification process is underway, even if they are working for a different employer than the one that wants to hire them permanently.
